All users must be valid VVRC Vaca-Valley Radio Controllers members*.
Compliance with AMA and FAA safety rules is mandatory.
**VVRC Club Policy and Procedure based on AMA Requirements**
I. Introduction
This policy and procedure document outlines the guidelines and operational standards for the Vaca Valley RC Club (VVRC), aligned with the safety, operational, and insurance requirements of the Academy of Model Aeronautics (AMA) and FAA regulations. These procedures ensure a safe, enjoyable, and responsible flying environment while complying with AMA and FAA rules.
II. Club Membership
Eligibility
- Membership is open to individuals interested in remote-controlled (RC) aircraft, including fixed-wing helicopters, drones, and ground vehicles.
- Gas turbine flight is allowed seasonally when the vegetation is green/damp.
- All members must have a current AMA membership, verified by membership number and expiration date.
Member Responsibilities
- Members must adhere to the AMA Safety Code and VVRC policies and procedures.
- All members shall visibly display their current VVRC membership and AMA card.
- Members are responsible for their guests' conduct and safety. Guests must follow all VVRC safety rules.
- The first member on site must remove the fire extinguisher, and the last member must return it and lock the gate.
- The bylaws set annual dues requiring a two-thirds vote to change. Dues are payable by February 15, with a $10 penalty for late payment.
- The VVRC gate lock combination will be changed by March 1 each year.
- Invited transient pilots with valid AMA membership cards are limited to three flying visits.
III. Safety Requirements
Safety Officer
- VVRC will designate a Safety Officer to ensure all members follow AMA safety protocols and guidelines during events and practice sessions.
General Safety Rules
- FAA and AMA safety rules apply to all airborne operations.
- A 400-foot altitude ceiling is in place (VVRC FRIA – FAA Recognized Identification Area).
- Members must remain vigilant for dangers to spectators, children, animals, and less experienced pilots.
- Give way to full-scale aircraft at all times.
- No flying over the pit area, flight line, access road, parking areas, and spectator areas.
- Perform an aircraft inspection for condition and control functions before each flight.
- A range check is required before the first flight of a new or repaired aircraft.
- No vehicles are allowed on or across the paved runway or grassy areas.
- Use roads responsibly, especially during inclement weather, and avoid driving on muddy or wet surfaces.
- Alcohol, firearms, and illegal drugs are prohibited at VVRC. Violation may result in membership termination.
Field Safety Procedures
- The pilot must stand a safe distance from the runway.
- Standardized call-outs are required: “Taking off left to right,” “Landing right to left,” “Man on runway,” etc.
- No one should be on the runway during flight operations except for retrieving downed aircraft.
- Flight operations are discontinued during Temporary Flight Restrictions (TFR) for Travis AFB air shows, dignitary movements, or FAA NOTAMs.
- High-speed passes over the runway are NOT allowed. These may only be performed over the grass area, ensuring no endangerment or interference with other aircraft.
- Electric-powered aircraft shall only be armed in the pit area. No arming in the working (covered) area.
- Internal combustion engines must be properly muffled and meet acceptable noise standards.
- Exercise caution when handling flammable fuel; keep containers closed, wipe spills, and do not smoke in covered or pit areas.
Safety Briefing
- A safety briefing will be conducted at the beginning of each flying event.
- Briefings will cover field-specific safety rules, emergency procedures, and updates to AMA or FAA regulations.
IV. Club Operations
Flying Schedule
- Open flying hours for general practice will be published.
- Special events such as competitions and training sessions will be scheduled.
- Temporary Flight Restrictions (TFR) will be observed.
Flying Field Management
- The field must be maintained clean and safe. Members and visitors are responsible for keeping the area free of trash.
- Avoid disturbing wildlife and their habitat.
- No flying is allowed in poor weather conditions that could compromise safety.
Event Planning
- Formal events must be scheduled and approved by the event coordinator.
- Organizers must ensure all participants follow AMA regulations and VVRC procedures.
- Events must comply with AMA’s insurance coverage for sanctioned activities.
V. Insurance and Liability
AMA Insurance
- VVRC will maintain AMA membership to ensure club and member liability coverage.
- AMA insurance applies only when members comply with AMA safety rules.
Liability Waivers
- All participants at club events must sign a liability waiver acknowledging the risks associated with RC flight.
- Waivers will be kept on file and must be signed annually.
Incident Reporting
- Any accidents resulting in injury, property damage, or significant aircraft damage must be reported to club officers immediately.
- Incident reports will be submitted to the AMA for insurance and safety review purposes.
VI. Disciplinary Procedures
Violations of Club Rules
- Members violating AMA or VVRC rules may be subject to:
- Verbal warning
- Written warning
- Suspension from flying for a set period
- Expulsion from the club (for severe infractions)
Grievance Procedure
- Members may submit grievances in writing to club officers.
- Club officers will review complaints, discuss resolutions, and take necessary actions.
- The member in question will be allowed to respond before making a final decision.
VII. Club Meetings and Communication
Meetings
- Regular monthly meetings are held on the first Sunday to discuss club business, events, and updates.
- Special meetings may be called by officers or at the request of most members.
Communication Channels
- VVRC will use multiple channels for member communication, including the club website, group email, text messages, and Facebook.
- Members are responsible for staying informed by checking these channels regularly.
VIII. Amendments to Policy
Policy Review
- VVRC officers will review this policy annually to ensure compliance with AMA guidelines.
Amendments
- Amendments will be proposed at monthly meetings and require approval by most members present.
- Updates will be incorporated into this document and redistributed to members once approved.
